    Dear Sir,

        By this post I send you my article on the Ethics of War. I am sorry I cannot think of a motto—"Grotius & Vattel" would be too imprudent. Possibly after reading the article, some books for the heading may occur to you.

        If it can be done without expense to you, I should like 12 copies of it separately (the proofs would do) to give away to friends. But I would take care not so to give as to involve the chance that a single copy fewer of the number should be sold: or, if you have any general rule that they are not to be given until the following number comes out, I should not feel it a hardship to comply with that.

        You once offered me as a free gift some of the copies of new works presented to you as editor of the WR—and I fancy it would please you if I knew any that I care to have. If you could let me know what books are there at your disposal, I would consider whether any of them would be acceptable to me. Believe me
